INTRODUCTION
The Chief of Police is responsible for planning, directing, overseeing and managing the activities and operations of the Spokane Tribal Police Department. Duties include oversight of field operations, patrol, criminal investigations, communications, and training programs. The Chief will be responsible for coordinating activities with outside agencies.
MAJOR DUTIES AND RESPONSIBILITIES
- The Chief of Police will be responsible for the Police Department and shall be responsible for and have authority to establish such rules of control over all personnel as he/she shall deem necessary to conserve the peace and preserve the good order within the Spokane Tribe.
- Assume full management responsibility for the Police Department services and activities including patrol, maintenance of law and order, protection of life and property, regulation of traffic, apprehension, arrest and detention of law violators, and maintenance of police records and recommendation and administration of policies and procedures.
- Establish within Tribal policy/BIA Policy appropriate staffing levels monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Plan, direct and coordinate through subordinate level managers. Assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve problems.
- Select, train, motivate and evaluate Police Department personnel; provide or coordinate staff training, work with employees to correct deficiencies; implement discipline and termination procedures.
- Oversee and participate in the development and administration of the Police Department budget; direct the forecast of funds needed for staffing, equipment, material and supplies approve expenditures and implement budgetary adjustments as necessary.
- Provide staff assistance and support to the Executive Director and prepare and present reports and other necessary correspondence.
- Perform related duties and responsibilities as required,
- Testify at criminal and civil hearings as may be required in relation to the duties of this position.
- Arrest, detain, and or transport to appropriate detention facility all persons charged with violations of Tribal Law or applicable laws.
- Maintain chain of custody for all evidence confiscated in performance of duties and ability to secure said evidence until incident is properly adjudicated.
- Maintains a secured system for all documents and reports.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
- Must have knowledge of a comprehensive law enforcement program.
- Management skills to analyze programs, policies and operational needs, and make corrective actions as deemed necessary.
- Principles and practices of budget preparation and administration.
- Have knowledge of Law enforcement theory, principles, and practices and their application to a wide variety of services and programs.
- Must have knowledge of RCW and Criminal Jurisdiction in Indian Country.
- Must have previous supervisory/management experience over professional, technical and clerical staff.
- Ability to establish and maintain effective working relationships with co-workers, outside agencies, and industry representatives;
- Ability to organize work assignments and maintain work files;
- Ability to work under deadlines and stressful situations;
- Ability to analyze and solve complex management problems.
- Must have excellent organizational, communication and leadership skills.
- Must have skill in effectively communicating information through verbal and written correspondence to Sergeants, Patrolman, Clients, Customers, and the general public, including writing reports, business correspondence and procedural manuals.
- Skill in assessing operation, program, staffing and fiscal needs.
- Willingness to attend in-depth training that may require extended periods of travel.
- Must pass a Pre-employment drug test and subject to random testing throughout employment, and must be able to pass a background check.
- Ability to work irregular hours or be on extended travel throughout the United States while performing the requirements of this position.
- Ability to follow and carry out these and other job-related duties as may be determined by supervisor or higher authority.
- May be required to pass a series of physical, psychological and polygraph testing.
MINIMUM REQUIREMENTS
- Minimum ten years of broad and extensive law enforcement, public safety experience and three years of proven administrative and supervisory experience.
- Experience as an officer in a tribal police department, or experience working with tribal police and/or public safety departments.
- A valid driver’s license and a good driving record.
- A Bachelor’s degree in Criminal Justice, Public Administration or related field preferred.
- Indian Preference Applies – Indian Preference grants preference to any enrolled member of a federally recognized tribe.
- Safety Sensitive Background – Requires a higher standard of performance and behavior.
- FBI Background – Positions involving regular contact with, or control over, Indian Children in accordance with the Federal Indian Child Protection and Family Violence Prevention Act, Public Law 101-630
