Minimum Education/Training/Experience
Bachelor’s degree and at least 5 years of related work experience, or an equivalent combination of education and experience.

  • Master’s Degree in Education or related field
  • Post-secondary Education Administration experience
  • Program management experience
  • Program budget management
  • Teaching or coordinating in an Adult Education Program.

  • Demonstrated success in assessing training needs, developing and implementing training programs

Job Duties
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
1. Determining staffing-levels and organizational strategies for accomplishment of program goals: hiring, evaluation, and maintaining confidential records of all program employees.

2. Maintaining or exceeding prescribed state and federal program performance measures in all levels of ABE, GED, and ESL.

3. Delivery of State-mandated curriculum in all levels of ESL, ABE, and GED.

4. Generate sufficient contact hours to maintain program funding.

5. Secure sufficient instructional facilities at College of the Mainland, and community locations throughout Galveston County.

6. Monitor and track program information through state-mandated database for monitoring program performance, generating quarterly reports; State-mandated database which tracks each student’s progress while in the program, generating quarterly and annual program performance reports; databases for students records, registration, and assessment.

7. Track program finances, including program payroll and program instructional expenditures as defined in the state and federal grants; furnish all budget expenditures on a monthly and quarterly basis.

8. Testing and records: responsible for maintaining confidential records on all students as well as tracking each student to determine program performance as required by TEA.

9. Collaborate and interact with community groups and agencies to market and promote the Adult Education Program throughout Galveston County.

TYPICAL CLASS ESSENTIAL DUTIES:
1. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the College’s goals and objectives; recruits, employs, trains, supervises Adult Education adjunct faculty for Adult Ed programs, including transitions and concurrent training programs.

2. Develop, implement and evaluate programs designed to train students in reading writing, and speaking the English language and computing to solve problems at home, at work and society as well as support training in targeted occupations.

3. Demonstrates strong communication and interpersonal skills to build and nurture effective relationships with internal and external partners, ensuring clear and consistent information exchange.

4. Provides leadership for the preparation of the Department’s budget to include: assisting in budget implementations, forecasting funds needed for additional resources, administering the approved budget, and ensuring compliance with state and federal grant requirements.

5. Researches and stays current on regulatory issues and advises the College as to changes/revisions necessary to ensure College compliance with regulatory rules, regulations and issues.

6. Performs other duties of a similar nature or level.

Physical Requirements
Positions in this class typically require: stooping, crouching, reaching, standing, walking, fingering, talking, hearing, seeing and repetitive motions

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
