CAES is seeking a dynamic and results-oriented Procurement Manager to lead our strategic sourcing and procurement efforts. In this pivotal role, you will play a critical role in ensuring the timely delivery of materials to support our production operations. You will oversee a team of procurement professionals, driving innovation and efficiency across our supply chain. Your responsibilities will include developing and executing sourcing strategies to optimize costs and delivery times, negotiating favorable contracts with suppliers, managing supplier relationships to ensure performance and quality, identifying and implementing cost-saving opportunities, and mitigating supply chain risks and disruptions. Major Duties & Responsibilities

• Reviews Purchase Requisitions and Purchase Orders for FAR, DFAR's compliance and overall value.
• Place purchase orders of medium to high complexity in accordance with all regulatory and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).
• Support negotiation strategies and support formal negotiations (Price, Delivery, scope, Terms & Conditions).
• Perform price and cost analysis techniques in support of proposals.
• Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, etc.) to achieve objectives
• Maintain PO's to ensure accurate and timely supplier delivery information.
• Develops procurement strategy & takes responsibility for overall purchasing and strategic initiatives to build a competitive position.
• Will lead a group of purchasing agents and buyers to throughout the process of building relationships, negotiating, evaluating, conducting interviews, and managing supplier and vendor contracts.
• Issue Requests for Proposals (RFPs) to identify potential supply sources for required materials or services and participate on the proposal evaluation team in fact finding, technical evaluations, and cost/price analysis of suppliers' responses.
• Effectively serve as first point of escalation to resolve pricing and lead time challenges with suppliers.
• Develop and execute negotiation strategies for pricing agreements and long-term Agreements.
• Provide guidance on effective source selections to ensure compliant awards.
• Utilize metrics and KPIs to effectively evaluate supplier performance, while maintaining supplier performance KPI and proactively working with supplier, towards continual improvement.
• Lead process improvement initiatives and proactively identify and implement solutions to ensure compliance.
• Conduct and oversee compliance training to maintain regulatory adherence.
• Expedites material to ensure on-time delivery.
• Ability to present to senior leadership team as needed, such as Quarterly business vendor reviews, supplier escalations & vendor performance improvement plans.
• Requires approximately 10% travel for vendor interface, contract negotiations, and other business-related activities.

Minimum:

• Bachelor's Degree.
• Eight (8)+ years of experience in purchasing and/or government procurement.
• Three (3)+ years' experience in Supply Chain leading people.
• Experience with use of ERP/MRP systems.
• Strong understanding of Federal Acquisition Regulations (FAR/DFARS)
• Experience with procurement/subcontract compliance with Public Laws, Policies, Prime Contract Flow Downs, ITAR and import/export requirements, and the situational applicability.
• Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, Time & Material etc.)
• Strong understanding of contract terms and conditions & risk mitigation strategies.
• Proficient in MS Word, PowerPoint, Excel, and MRP systems.
• This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license).
• Ability to obtain and maintain a U.S. government security clearance.

Preferred:

• Masters' Degree in a related field or an equivalent combination of education and experience.
• Experience in the aerospace and defense industry
• SAP experience is strongly preferred
• Demonstrated ability to achieve positive results through influence, negotiation and change management.
• Ability to develop sound relationships in internal and external stakeholders as well as customer organizations.
• Effective communicator both orally and in writing.

Salary Range: $122,000 - $175,000 annually. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as business results.
